On Project reopening, will the Q&A pairs be updated or duplicated in the Answer Library?

If you have Save in Answer Library turned on in the Project Settings, your Q&A pairs will be saved to the Answer Library when the section(s) are marked as Complete. When the project is reopened, and changes are made to the Q&A pairs, they will be saved and updated in the Answer Library and not duplicated.
